Wilberth Montenegro Reyes is a highly respected attorney and constitutional law scholar with over 25 years of distinguished service in Costa Rica’s judiciary and legal academia. He holds both a Master’s Degree and a Doctorate in Constitutional Law, and is recognized as one of the country’s leading experts in criminal law and judicial procedure.

As a former Senior Criminal Judge and Special Prosecutor, his deep institutional experience and academic rigor position him as a trusted advisor in complex legal matters at the intersection of criminal justice, constitutional protections, and judicial reform.
